I am not sure if the 1994 D LMC has a repunched mintmark or is it doubling that I am looking at?

Not a RPM (RePunched Mint Mark). They used to punch mint marks in by hand until 1990. What you have here is Zinc Rot corrosion that's eating away at the metal. The Copper plating broke, causing the Zinc core to get exposed to air. Zinc is very corrosive unfortunately, so it's only a matter of time before it completely deteriorates. It's Post Strike Damage, since it happened after it left the U.S. Mint. It's worth face value.
