Nope, not a Doubled Die Obverse. That's Die Deterioration Doubling on the date, caused by a worn die issue. Also, the mint mark has Split Plate Doubling, caused by the Copper plating breaking, exposing the Zinc core. Unfortunately because of the Split Plate Doubling, now that area has Zinc Rot corrosion setting in, and now the air is slowly eating away at the Zinc core.

Date is DDD, Mintmark is SPD (split plating doubling) which is the start of zinc rot.
