Both, actually!

What you pictured is a repunched mintmark (RPM-001).

But this repunched mintmark is also paired with a doubled eyelid, which is a Doubled Die Obverse (DDO-001).

Excellent score, this is one of my favorite varieties! Both punches of the D for this RPM were of equal strength so you can't actually tell which one , north or south , was punched first.
Here is one of mine that shows this .

This one is also a doubled die as well. (eyelid)
