Is this some sort of laminate error or what? Coin is in MS.any ideas?

I don't really know what caused this but it reminds me of Piacsso self portrait.

These are called Gas Bubbles. They don't add value to the coin. It's a plating issue, which was common back in 1982 and so on. They can be also called Plating Blisters as well. http://www.error-ref.com/gas-bubbles/

Looks like a poor plating job. The die state was very nice. The strike/planchet was the issue. Note the motto, how clear the devices are and the fields.
