Looks like it might be what we call a "Woodie". It's caused by the metal being mixed improperly. It could ve an Improper Alloy Mix. http://www.error-ref.com/improper-alloy-mix/

Or someone rubbed the coin with sand paper. I can't tell if the scratches are raised or incuse from the image.
