They look similar but with subtle differences. Denticles, size of stars, second eagle looks like it has a bit less feathers. Probably the same purpose tho for both.

Generic token, sometimes has Freedom as part of the design. Found worldwide in different sizes probably to adapt to local needs and coinage requirements.

Freedom tokens? Like they give token people who are "liberated" after a war? Or just to symbolize freedom of American not really anything given away more a retail item?

No, it's just a way of differentiating between two similar tokens of the same weight and size. Most likely use for this type of token is on-site machinery such as car wash or lockers. An independant site owner needn't go to the expense of buying his own branded tokens.

In the US they are sold as generic arcade machine tokens, but they can be used in any coin-op mechanism. As was stated above cheaper, and no die cost or wait time. most of the token mints have a hundred or so stock designs, which can be uniface double sided, or two different dies.
some companies have slight die variations between dies I have some from one company that has 6/7 variations of the dies

I suspect that these are modern, arcade gaming tokens.
