I thought this was originally the 1951P-1DO-002 sent it out to get graded and was told it was not after looking it over they are correct its not the 002 liberty is not doubled plus missing die markers but the chin lips and fore head are doubled like the 002 was told to send to CONECA but figured I would post here first to see what people think?

To me I believe it might just be a LDS version of the 002 but was told it was not the 002 so may have to send to CONECA then ANACS

Your coin does not look to be a particularly late die stage, but it is an interesting bit. First, unlike the 1953 DDO-002 (I'm going to use all CONECA numbers here) which has doubling under the LIEBERTY that is easy to see with a loupe but hard to see under the scope, the 1951 DDO-002 is hard to see with a loupe but pretty clear under the scope. Also, the 1953 is fairly common, while the 1951 is not (possibly because of the difficulty in seeing it with a loupe).

But if you had 1951 DDO-002, you would certainly see doubling under the BE of LIBERTY in any stage. The bits around the chin are, as noted above, probably some re-tooling or similar action that went on and not true doubling. At least it doesn't look like doubling to me. You also put an arrow on the forehead doubling. I checked my 1951 DDO-002 and yes, it has that, but that type of doubling can be found on many coins from that era. Whether it is MD, an engraving issue, or true doubling I have never really figured out. But it can't be used, by itself, to identify any one die.

So likely if you can't see anything under LIBERTY, then the coin is interesting but probably not hub doubled. Anyway, some comments, nothing more, to help a bit in figuring it out.

Definitely retooling around the head, not a DDO. Without pictures of the doubling on LIBERTY, I am unconvinced.

It's not DDO-003, the line the arrow is pointing to is not in the same spot as the doubling in DDO-003 and it looks more like a die scratch because of how thin it is and the handful of other die scratches in that area. I don't see any doubling on LIBERTY.

The pictures of DDO-003 on VV have numerous die scratches that could be used as die markers. None match your coin.
