Technically there are NO keys - there were millions and millions of each date/mint mark made.

But... Thanks to all the key and semi-key hoarders out there, most of the roosies from 1948 to 1951 are "keys" or "semi-keys". Well, ok, they're the most expensive - that's a better word.

But pretty much all roosies in VF or lower grades are all created equal.

there aren't any true keys in circulated condition.
In uncirculated condition there are a couple of silvers that are extremely hard to find. I paid about 50% above RedBook for my examples of these in MS63
49P (this was the hardest... ended up paying $48)
49D
49S
50P
50S
51S
Then there are a few in the clad that are also VERY hard to find uncirculated.
82PD
83PD
I don't think the following are needed for a complete set... I'm working towards them though.
The Phil Proofs from 50-53 aren't all that cheap
There are a couple of special coins that will set you back $200ish each
82 no mintmark
64D doubled reverse
60 doubled obverse proof
63 doubled reverse proof

So far for my set I'm missing the 82's and 83's, the 52 proof, and the doubles

I've found that this is a super easy set to put together in circulated condition, and super hard to put together in MS63+

In near gem condition you'll find the '69 and '71 are also pretty tough. In gem there are lots of tough clads and a few tough silvers.

There are also the No-S proofs. All of these are pretty pricey and the '75 would set you back about $50,000.

Some people will want to include the '92 to date silver issues.

There are some pretty neat varieties as well like the '70-D DDR and my favorite the '68 DDO. Don't spend a lot of money for this latter one since you can find it in about every 60th '68 mint set. There's also a very good looking OMM on the '69-D dime that can be found in every 20th mint set.
Time don't fly, it bounds and leaps.
