Your question leads me to another question....Do MM placements or die scratches always have to be in the exact place as the examples listed? I'm currently looking at a 1945 mercury right now that is possibly DDO but the referenced die scratch is barely out of position. It's pretty much the same size & extremely close to the same area and running in the same direction as in the picture. Here's a pic of the MM on this coin:

When the Date and MM are on the Obverse, Yes. It does matter.
When they are on different sides, I don't know the answer to that question.
1) Does the MINT retire both the anvil and hammer at the same time?
A good question for the experts.

There are many varieties that have been paired with more than one opposing die during the life of that variety. A well documented variety that has been studied from early to late die state can be dependably attributed with the help of the opposing die. Other less documented varieties must be attributed by the side of the coin that holds the variety if there are discrepancies.

That "4" is notched in four places that match in each place. I don't see how the "4" isn't doubled regardless of a specific variety? Can anyone explain please?

At this condition, its relatively hard to decipher this variety, the die scratch markers might not even be in present due to circulation wears. A lot of Mercury dimes in this type of conditions will be ignored, unless its a major varieties or known errors.

I don't see any doubling in your photos. However, even if it was DDO-003, I don't think we would be able to see the doubling due to the condition the coin is in.

Mintmark location doesn't match DDO-003 anyways, so it's very likely that's not it.
