Looks like it has a lamination issue on the obverse.Strong doubling exists on the eye, beak, tail, claw, United States of America and the denticles.

@merclover... I usually don't like to disclose my sources, but it came from a large coin dealer in the Northeast (US)(your only clue). They have a large inventory and a great website! They usually are on top of major varieties, but somehow this one slipped by them. They are a great company to work with. NEN.
