Any thoughts on this 1999 D quarter ? Looks sandblasted but could it be else..

Is the weight within mint specs? If so, then grit blasting is a pretty good guess. Either way, it certainly didn't leave the mint this way (not a mint error).

Or squeezed between sandpaper if the weight is normal. If weight is under a bit, acid. Spendable either way.
