I think this is a Mughal Rupee, not sure though. I don't see a date anywhere. It's 11.3 grams.

The small circular test punch marks are common with these.

Mint name in circle looks like Masshad (NE Iran). Likely Afsharids of Iran or Durranis of Afghanistan.

The fabric of this coin suggests that it could be 19th century not Mughal.

I agree with the previous comments. I don't think this is Mughal or even Indian. Just as a possible lead to get in the ballpark, there are some similarities (on one side, certainly not a match on either side) to these two coins from the Mashad mint of Qajar (Iranian dynasty), Fath Ali Shah AH 1212-1250

After a lot of searching I finally nailed down this attribution. It was right in the standard catalog all along...

Afghanistan under Ahmad Shah, KM# 638.
