Here is a date next to a normal date. All sides of each number seem spread out like it was a date stamped on top of another date. The seven looks like Mechanical Doubling but the center of the six and nine cause me to think it is something else

Note a doubled die. Looks like circulation flattening or a die with a partial filled die with s small amount of grease on the '6'. This fill prevents the narrow part of the top of the devices to form and leaves the devices wider looking:
