If these line continue above or below the building, it could be just die scratches. The bays are the outside of the die. Die polishing affects these areas.
Also the line should be longer. (I applaud your efforts to post images of those areas) It shows you are desiring more information. But you can see the fine lines in the bays. That tells me that the die was polished, and larger line is an older die polishing mark. Die flow lines on the fields of a coin will flatten quickly. Die scratches near devices will last a lot longer. Die scratches in side of devices last the longest. So these die scratches last longer on this area. So depending on the depth of the scratch, they also last longer. Thus the light polishing left the new light die scratches, but not deep enough to remove the deepest die scratch. (You have to view marks on the die as being a negative, and the coins are positives. Thus an incuse mark on the die will leave a raised area on a coin)
