I agree. Note the areas you are looking at are flat, not an enlarged device. The first clue is that both sides of the coin are affected. It is rare when there is a DDO / DDR combination. Note on the images below (which are not 003, but to show what a DDO would look like) to see the enlarging of the devices.

Note on these images: Where is the spread on these devices? In the centers of the devices. Are these devices enlarged? Yes. On this coin this is a quad die.
On your coin, what area are you looking at for hub doubling? On the edges of the devices. This is the area Machine Doubling always alters. Is there a spread? No, the devices are normal in size and the affected areas reduce the size of the overall devices.
Look for the spread on centers of devices:

On this one the LIBERTY is affected, but only on the LIBE. Do you see the spread in the centers of these devices?

Again look at the centers of the devices. Note that not always will the spread be exactly the same. It can be stronger on one side than the other. Depends on how the hub doubling happened.



You can have Machine Doubling on a doubled die. On Machine Doubling it is caused by the machine whether a normal die or a doubled die. But the difference will be the devices will be enlarged on the areas showing spread in the center of the devices.
