Might be a die clash,but in my opinion not worth a premium.

Here's an overlay of a Washington quarter. You can see that the "spitting eagle" is a clash mark from Washington's throat. The overlay should help locate other clash marks on your coin. I can see a couple of marks between the eagle's wings and the arrows.
