Is it struck on the wrong planchet or is doubling evident or both

Weight? I see a normal cent with circulation toning.

I'm only seeing an environmentally-challenged '43 S steel cent, which may (not sure) have been plated/reprocessed many years ago.

it's made of steel, and is simply rusting through its plating, original or not. Way too many pics.
