Am I correct in assuming the reverse has a lamination issue? It almost looks like a die break where it starts in the center of the wing but the way it extends through the OL of DOLLAR is kind of strange..

Looks like a lamination issue to me. Does look like there is a die crack on the obverse below WE, carrying into the neck, so you can get a good visual comparison.

Lamination issues will be below the surface of the coin, being it's quite literally a crack and separation in the alloy. A die crack will be raised, above the surface of the coin since it is showing the negative of what is happening on the die.
