It could be blisters under the copper plating caused by zinc dust.
The first US coin motto was found on a 1792 half disme and read: "LIB (erty) PAR (ent) OF SCIENCE & INDUSTRY"

A the die has die clash removals several times, then the design that are affected by clashes will loose normal design.
