I've never run into a coin like this. I assume it is post mint damage but I thought I would double check.

Yes, it's Post Mint Damage. The edge is no longer round and pushes past the limits of the collar. Something has pinched the coin and displaced metal to the outside.
The first US coin motto was found on a 1792 half disme and read: "LIB (erty) PAR (ent) OF SCIENCE & INDUSTRY"

Probably done in a vise. Spendable damaged coin.
