IMO it's a late die state.
If you are looking for a nice 1968, consider it a "space filler" until you get a better coin.
Describe it as if there were no picture.
Picture it as if there were no description.

In a word: No. Because they all looked like that from all three mints. That was the last year for that swollen master hub. They created a new one in 1969:
