Just Machine Doubling. There are no DDR's on this area. All the DDRs are on the central area of the design. These devices on the outside edge of the coin are incuse. That means these are raised on the die. So any movement before/after the strike can alter these coins. This happens a lot. Out of 100 quarters I checked, it happens about 70% of the time. Slight to strong Machine Doubling on these areas. Look at Wexler's listings for the DDR and you will know exactly where to look for the DDRs on these quarters. Central area on both sides of the coins. Earlobes and left side of the motto and reverses in the centers:
