Not familiar with this coin. Is this damage or considered an error? What is it called?

It's probably called damage. It looks like glue, adhesive or some type of epoxy.

The bubbled up area looks and feels like copper. I do not think there is anything foreign on the coin.

A soak in acetone probably would dissolve/loosen the substance. Since the reverse doesn't appear to be effected, my first thought is glue as well. Post mint damage.
