It is theoretically possible that the chip formed before the die struck any coins. I suspect the heavy distortion to the digits and lettering could cause weak points in the die that would be extremely prone to breaking. May it have broke during the hubbing process?
A similar situation is the 2014 1c DDO-003. I have yet to see any example without a die chip in that 4 either.
