It is a fantasy note - not legal tender anywhere. Possibly sold as a souvenir in Canada?

Who ever designed it showed their ignorance - the map in the background is of Antarctica - the South Pole not the North!

Exactly, was so much confused. For a moment I was so happy that I stumbled upon Notes of Antarctica and Arctic.
