The inks used for the first and second print are formulated differently than the inks used in the overprint (3rd print) which might explain why the overprint is still bright. I don't believe counterfeiting figures in, but I could be wrong.
I once received a five dollar bill that looked like this where the green ink and the black inked numbers and seal were crisp and bright but the rest of the bill was faded.
