Is the MM here typical for this year, and if so, how did it happen? On the working hubs, or dies?

Mintmarks were added after the strike until the late 1980's, making their location varying a lot. Beautiful coin!

Also, an interesting die chip on the 9 and perhaps a die scratch coming off the bottom of the T in LIBERTY.

Mintmarks were added to the die by hand up to 1989. Mintmarks are added to the die, not the coin, so it was added well before striking.

This one is MMS-008 (Mintmark Style #8). It was used on cents at the San Francisco mint from 1952 to 1974. So yes, looks typical to me.

Thanks for the feedback and I have one more q: how does the the face get so scratched up? If that flaws in the planchet, bag marks, PMD?

I always prefer PSD (Post strike damage)as a coin can get banged around quite a bit before it exits the mint. Yes , to your question that is , the scratches on the face of the bust happened after the strike.
