No. It is coin damage. Coin damage is just a face value coin. If there were money for damaged coins, there would be no change, as they would damaged and sold for over face value. A true collector wants mint condition coin that are of interest to him/her. Coin damage is the graffiti appearance to a coin collector.
@sunny, it's an interesting effect, as Abe looks like he's either napping, or winking at you.
What the other collectors here are saying is that it's caused by a hit to the coin (damage), just like that damage to Abe's nostril, or the scratches on his forehead. But in this case, because it hit the eye, it might look like an error.
Keep it for the novelty, or try to sell it on eBay as a "Sleepy Abe" cent (but don't expect too much).
