Looks like it was hollowed out in a machine shop to receive another coin that was milled down to fit.
I suspect a Magicians coin. Weight in grams would confirm.

This was intentionally hollowed out. Probably to make some sort of trick coin.

probably Jasper is right. You has a penny with a replanting bronze and another side with magnetic metals colors.

You could put a dime in the obverse void and make it turn from a cent into a dime? A different trick.
