Surfaces look good and that is indeed the die pairing observed for this variety (I've managed to acquire 2 in the past few years).

As far as whether the variety could be a "contemporary counterfeit" instead of genuine "Regal", or perhaps something made "unofficially" using actual mint dies/punches... always hard to say with 1821 Zacatecas pieces. An XRF test or similar would be interesting.

The design punches look reasonably "Regal" to my eye. Given that there was variety in how Zacatecas rendered its mintmark in those years (the minor denominations used "Z" alone instead of "Zs"), such a variety is certainly plausible. And of course, there were a large number of different punches/dies that produced 1821 Zacatecas 8R which are considered "Regal".

I've actually come across an 1819 Zacatecas 2R where the denomination is only given as "2" instead of the usual "2R", and the piece looks genuine regal and not contemporary counterfeit. So, again, this error or variety wouldn't be totally shocking from this mint.
