Is this a PMD? A retained strikethrough? Something else? Just trying to learn here.. Any help is much appreciated.

That is a nice lamination error. The coin surface is peeling up because of impurities in the planchet, causing the two surfaces to delaminate. Plus a fingerprint that provided an interesting color pattern.
