Looks like heavy circulation and environmental damage. Throw them back and keep searching!

The zinc is exposed because of the removal of the plating. This coin was abused. So it is not the mints fault this time. My guess it was dropped on the sidewalk and had a foot placed on it and then rubbed on the sidewalk. The exposed zinc is starting to rot. Is it a factory error that all the cars on the east coast rust? Not it is affect of the salt on the roads in the winter time that causes the rust. Sure they could use a different way to prevent the rust from happening, but to keep costs down, they don't do this step. Same as the mint. They cost of the zinc planchets they feel is saving them money, and to them, it is just spendable change. To use it is a main interest. So it is the abuse that affected this coin.
