ive posted this before for grading and ive real havent been able to get better picks but idk just something about the coin doesent make it look like business strike, it has a odd luster too it almost like its grainy in a way. and from what I see there is no scratch on his forehead its just odd toning. might be able to get better pictures later since this coin is in my grandmothers collection. thanks again

Business Strike, not a Specimen Coin.
Obverse mushy rim is a dead Giveaway.

Also on the reverse shows what looks like a folded over rim fin
which would not occur on a specimen strike.
