I thought this was a penny then the other day I was cleaning out my filing cabinet and took a closer look I'm not sure if this is error or what it is please help

@jour, my vote is that this is a cent that has been damaged to the point where the design elements are no longer recognizable. We sometimes call these parking lot cents.
