I can't find much on this DDO and DDR 1971 S Proof Quarter. The only listing is for 1971-S 25˘ Pr WDDR-001 https://doubleddie.com/2316437.html

This is in the same package as what I believe to be a DDO 1971 S Proof Penny. 1971-S 1˘ Pr WDDO 004 (in previous post).

I agree, Machine Doubling and lots of glare. Try a defused lighting source,

I think what you are seeing is glare from your lighting source.

Taking images, when you get too close, we lose perspective with the one or two devices. I prefer whole words on images. Then we can see if they are showing spread, the centers of the closed devices showing a narrowing. Something like this:
