What is DDR HI? What attribution number do you think it might be?

I too see Machine Doubling. Curious as to what " DDR HI" means as well.

The bust outline is over polishing issues. See this a lot on the 1983-1984 dies because of so many die clashes.
The DDR-002 has the hub doubling on the opposite side of the devices:
