So I received this one yesterday
1887 S Morgan NGC AU-58 Star with A CAC stiker
on the reverse it has a few small areas with a aqua bluish color .

I see it on the NGC website photos as well , so it looks like it was here when Graded and green beaned?
Is this corrosion? it looks like its on the surface .
Wondering why it would of graded with this on the coin though.
I also emailed NGC to see if they may have records of it.

Looks like pvc to me as well.

Can't think of why they would have let this one slide either. I've been contacted for conservation on past subs for less.

Might be worth reaching out to NGC. They might be willing to work with you a bit if they see it was present during slabbing.

I think the submitter has to ask for and pay extra to have it conserved before they slab it?

This is true, but if the pvc residue is significant enough, it's un-gradable and will not be holdered. I've had NGC call /email in the past to recommend conservation due to residue (not pvc), before just outright body bagging it. I don't know how often or if they are still doing that.

This one IMO should have been dealt with before holdering . It's significant enough to damage the surfaces in the future.
