I once again am here to ask a question.

I found this penny a week or so ago and am hoping someone can provide a detailed observation of what is going on here. It looks to me like a rat tail is coming down from the last 9, is raised and seems like part of the coin. Definitely not a scratch.

Cheers, and hope the photos are good. Still terrible with taking pics of the penny

I looks more like a linear plating bubble to me, and it might depress if played with by a toothpick.

Both above thoughts are good, but I'm going with debris (wire?) trapped under the plating.
