Possible high bounce Machine Doubling. Altered the clad/coin on that area. The true doubled dies are on the central area of the design. If you had found these in an original roll, chance are that would be the only one. If there were more that same die, you would have noticed other areas affected by the MD. Machine Doubling has no rules, it can vary from strike to strike. So this is not a doubled die, but an altered coin after the strike. (at the mint) You should see evidence on other areas showing the same thing on your coin. Or it may just affected that one area. Often the direction will be opposite on the opposite sides of the coins. But the machine is a loose cannon. It does what it can depending on how loose the machine is. Sometimes in a single direction, other times moving in any two or three directions. (It follows no exact rules, it is a loose machine)

The V75 wouldn't be considered the center of the design if the reflecting pool or outline is considered part of the design? I'm having a hard time finding it any where else on the coin as well.
