Looks like a partial Grease Filled Die.
Not enough for a premium but keep as an example
until a better one come along.

I agree with the above.
A coin struck with a Grease Filled Die will have well developed rims and if there is no Grease Fill involved on the opposite side of the coin it will be well struck.A coin that has been weakly struck will have undeveloped rims and similar weakness of design on both sides.

In order for it to have a premium a lot more of the design should be missing.

Then they would have a better premium for them. As is, it is just a strike through grease issue, but minor.
