why would the word states look like this, mainly in the T

When the coin was struck, the metal went to fill in the bust and shoulder on the obverse first, This left little material to form the reverse design in this area. This is very common. You will see this a lot if you look for it.
Notice how the very top of the word is well defined, then see how that part lines up well with the trough between the shoulder and the rim. (in that area there was enough metal to form the top of the letters.

This is a common striking event. sometimes it is a Struck Through Grease error, and the devices are affected differently:

But as you pointed out it is just a striking issue and possible weight issue. Common striking event. Not a premium for the coin even in BU)
