1967 Lincoln Memorial Cent Misplaced Mint Mark?

This is obviously an ugly coin but while examining it I
noticed an "S" mint mark on the obverse below the I in "In". Is this from the mint?

Whatever it is, it isn't a "S" mintmark. The San Francisco mint was closed from 1955 until 1968, and no Lincoln cents minted from 1965 until 1967 were issued with mint marks.

Well the San Francisco mint was reopened in 1965, but no mintmarks were used on any of the 1965-1967 coin dies on all denominations those years. So it is not a 'Mintmark. In 1968, the addition of the mintmark was used on business strike cents from San Francisco until 1974.

Could it be a dropped letter from Pluribus filled with debris? Overlay images to see if the size and font are correct.

the S appears to be raised above the fields, like the other lettering, is that indeed the case? if so, it's something our of the ordinary
