The master hub was swelling at that time. So the devices were moving towards the rim. Same event happened in 1982:

But in 1983 they recreated a new master hub and fixed the issue. so when you look at the side by sides, that the bust and devices are different sizes on the 1981 and 1982 quarters. With the newly created master hub in 1983 the devices when back to normal size. When you look at the rims for that last few years you will see the swell affect on now the devices were moving towards the rims.
