Unfortunately, 25 Cents.
It is common for copper nickel and clad coins to have this sort of color after spending some time in ground burial. Resulting color depends on soil environmental conditions.

Hence the need to know accurate weight to confirm.

Also this coin is well struck - which tell me that the cladding is still there. If it were missing, the quarter would be thinner resulting in a weak or mushy strike.

Environmental damage, not missing the cladding.
Try rubbing it, sometimes you can rub the toning off.

On the obverse the detail in Washington's hair is missing, IGWT is very thin as is Liberty and the MM and there's no detail to the face.

On the reverse almost no feathers are distinguishable on the top of the bird, which is the high point of the reverse, the building has no features and the shingle beach is just a blob.

It may or may not be missing the clad layer (always hard to tell based on the colors of a photograph) so I'll wait on the weight before venturing an opinion.

However, it is decidedly not a well struck coin, so it has that going in it's favor.

Note the edge cladding is not even showing the copper layer. So the surface is coated with something, and it was probably an outdoor find with a metal detector.

Weight needed. I would think if both ni layers missing it wouldn't strike up this good. There is some mushy details, and you can see some nickel on the top of the head and the tips of the feathers. Hope it is missing both, but not holding my breath.

If it were missing cladding, the color would be red and not brown. Also the color is wearing off on the higher areas of the devices and the rim. Not a missing cladding.

Waiting to see what others think since it is underweight.
This one has a different appearance than others I have found metal detecting, but that may be from being rubbed since it was found.

(Normal is 5.6 grams)
Yours is about 11% underweight.
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.
