I do not think it is weakly struck. Looks like Enviromental staining.

Yes, post-strike damage--in this case, staining and dried crud. Coin may have spent some time in a pond or fountain.

Environmental staining/chemical discolouration. Post mint damage, no premium I'm sorry to say.
