You may be having difficulty finding it, because it's not Chinese, it's Vietnamese. In Vietnamese, it reads "Tu Duc thong bao". In Mandarin, that would read "Si De tong bao".

The Vietnamese Tu Duc emperor reigned from 1848 to 1883.
