Hi can't figure out what this is on this 1972 d half dollar it's impossible to get off. anyone know why ty in advance

Looks like tape residue. Grandparents used to tape Kennedy half dollars and Ike dollars in birthday and holiday cards in the days before gift cards.

Or Elmer's glue? Either way it is an add on to the coin, not a premium for an altered coin.
