2001 Vermont State Quarter. Possible Annealing Issue?

I have a Vermont State Quarter that has a bumpy texture through out the the coin obverse and reverse. I am still very new to the Coin World, but from some reading I have done on heating and cooling of the metals, I believe this may fall under improper annealing? I could be incorrect so any input/knowledge is greatly appreciated. Report this Post to the Staff
