2001 Vermont State Quarter. Possible Annealing Issue?

Good evening Coin Community. I have a Vermont State Quarter that has a bumpy texture through out the the coin obverse and reverse. I am still very new to the Coin World, but from some reading I have done on heating and cooling of the metals, I believe this may fall under improper annealing? I could be incorrect so any input/knowledge is greatly appreciated.

@char, can you please post the weight of this quarter? I'd sooner believe exposure to a corrosive liquid, but knowing the weight could be helpful. Thx.

Ok so slightly below target, but well within mint specs. I was hoping for a lower number showing a noticeable loss of material.
