Can anyone tell me what the additional ring on the obverse side of this coin? Is this a defect or something that comes with heavy wear?

That is coin Rolling Machine Damage. This quarter was an 'ender' in a coin roll.

Is there any value in this coin? I just noticed the defect and I hadn't seen that before.

Agreed - it is the Ring of Death from the crimping of a coin rolling machine. We see it all the time here. No numismatic premium.
