Looking thru 2 rolls of 2009 D EC Lincolns and all have this same anomoly.

Looks like notching of some sort. The I in LIBERTY looks like a hot dog bun.
Is a working hub thing of just some die event?

There may be some MD there that is accentuated by the lighting. I do not see anything that resembles hub doubling though.

I think your main problem is your lighting.

I know the lighting is difficult. I will work on it. Yet I can assure you, those devices are separated or notched or nicked at the bottom. The L and the I in LIBERTY are both split. The bottom of the I has a small notch. It looks like a hot dog bun.
The bright areas seen at bottom of the R,T,Y are indented notches.
The bottom of the IN, G,are also notched or nicked. There is split there. The bottom of the W in WE has a small nick. The E of WE has a split rt end on the bottom horizontal and a lesser one on the top end. The lower rt leg of the R of TRUST is spread. Nothing special about the date. I forgot to provide that.
I have examined these coins from many light angles and can assure you, ignore the glare in the images and these areas are abnormal. There are 90 more of the same and look nothing like the uncirculated examples I have and compared to.
I will work on better images. Maybe you could elaborate further on your opinions presuming my observations are plausible.

My elaboration would be, using a scope for about six years now and know what they do to the pics. You may have something else going on there, deteriorated die, plating issues and so on but there is no hub doubling and in my opinion, no doubled hub either. My Two Cents.
